Why does the VCP-DW 2018 have a year designator as its version?

The WorkspaceOne and other digital workspace solutions are frequently updated, sometimes without updating the product version. Having a year as its certification version allows VMware to better maintain the exam and training content, and more importantly, provides certification candidates to communicate how current their skills are in relation to other certifications.

If I earn the VCP-DW 2018, what is the upgrade path to a VCP in a different track?

Since the VCP-DW 2018 does not require the Foundations exam, you will be required to pass both the Foundations and the respective VCP exam, to validate the required vSphere competencies. You will not, however, be required to take training, though it is always recommended to prepare.
